Ruleset in force
These parameters are recorded in the Governance contract and change only as the protocol provides. The normative text is the Protocol Specification.
Participation
| ACTIVE Accountable Node ceiling |
1
May rise to 5 after multi-producer consensus has been implemented and tested. Expansion requires the governance procedure and an Open Call.
|
|---|---|
| ACTIVE validator ceiling |
10
Before launch, the genesis Open Call fills the first 10 places. During Era 1 the Foundation issues an Open Call for 2 further places at least every 60 days until the ceiling reaches 20, so that the Era 1 ceiling is 20 no later than day 365. The Foundation may not admit validators above the ceiling and may not delay a scheduled Open Call. From Era 2 the ceiling is no less than 200.
|
| Minimum ACTIVE validators |
2
Required from the end of the bootstrap sequence. Below the minimum, ordinary transactions are not processed until it is restored.
|
| Foundation M-of-N authorisation |
to be added
The minimum number M of the N authorised officers required to register participants and authorise Governance operations.
|
| Unbonding period |
to be added
Period after an announced exit before a locked deposit may be released, provided no proceeding remains pending.
|
Deposits and fees
| Accountable Node deposit requirement (ADR) |
10,000 SBRIT
Accrued from block-production rewards. Not a prerequisite for block production. Reviewed and increased as the network matures.
|
|---|---|
| Validator deposit target |
1,000 SBRIT
Accrued from validation rewards; subsequent rewards are paid out.
|
| Collateral rule for ordinary transfers |
TV ≤ D / 2
Measured against the producing Accountable Node's actual locked deposit. Once the ADR is reached: D ≥ max(ADR, 2 × TV).
|
| Transaction fee |
0.01 SBRIT
Flat fee paid to the attesting validator as income. Not counted towards the locked deposit.
|
| Fee of the registration transaction |
0.01 SBRIT
Registration is an on-chain transaction and carries the flat transaction fee. During initial operation, while SBRIT is unavailable on the market, the Foundation Treasury may pay it for an approved applicant.
|
Issuance
| Era 1 (days 1 to 365) |
100 SBRIT per hour
50% to the block producer, 50% to ACTIVE validators.
|
|---|---|
| Era 2 (days 366 to 730) |
75 SBRIT per hour
Same split.
|
| Era 3 (days 731 to 1,095) |
50 SBRIT per hour
Same split. No SBRIT is created after day 1,095.
|
| Maximum total supply |
1,971,001 SBRIT
1,971,000 SBRIT scheduled issuance plus the 1 SBRIT genesis allocation.
|
Block production
| Slot length |
60 seconds
Counted from the genesis timestamp. With a single ACTIVE Accountable Node, that node holds every slot.
|
|---|---|
| Failover delay |
10 seconds
If the slot holder publishes no block within the first 10 seconds while valid transactions are pending, the next node in the round may produce.
|
Open Calls
| Minimum application window |
21 days
A published window may be extended, never shortened.
|
|---|---|
| Genesis Open Call opens |
At least 30 days before the planned genesis timestamp
|
| Results published within |
24 hours of the close of selection
Records remain available for as long as the network operates.
|
| Capacity ceiling review |
At least every 180 days
The review is published. Lowering a ceiling below the number of ACTIVE participants is not permitted.
|
| Disclosure updates |
Within 30 days of any change
Applies to the Foundation's disclosures and to participants' affiliation declarations.
|
Approved jurisdictions
In Phase 1 only jurisdictions with an established legal framework, reliable enforcement and a strong rule of law are approved, so that Accountable Nodes and validators can be held accountable in court for fraud or protocol violations. The lists may be extended as the protocol provides.
| Accountable Nodes |
United States, United Kingdom, European Union, Japan, Australia
|
|---|---|
| Validators |
United States, United Kingdom, European Union, Japan, Australia, Canada, Switzerland, Singapore, New Zealand

Application fees
The application fee equals the Foundation's cost of verifying an application. It is identical for every applicant of the same type, it is not refundable on refusal because the cost has been incurred, and it is not a condition of anything beyond the verification itself. No other fee is payable to the Foundation for admission or participation. The schedule below is the one in force; each Open Call records the figures that applied to it.
Currency EUR. Cost basis last reviewed to be added; reviewed annually.

Open Call publication channels
Before an application window opens, the Foundation publishes the current specification and the Open Call through each of these channels. The current instance of each channel is recorded here, and each call's own publication record shows where and when it was posted.
| Channel | Current instance |
|---|---|
| Foundation website and public source repository | sbrit.org and GitHub, streembit-blockchain |
| Public forum of record for blockchain launches | to be added |
| Foundation public social-media accounts | to be added |
| Press-release distribution service reaching the crypto trade press | to be added |
Capacity ceiling reviews
The Foundation reviews the Accountable Node and validator ceilings at least every 180 days and publishes each review here.
Amendments
An amendment to the ruleset or the issuance schedule follows this procedure.
- A published proposal stating the change and the eras or parameters it affects.
- A comment period open to the public.
- A vote carried by a supermajority of the then-current voting body: all ACTIVE Accountable Nodes and ACTIVE validators, one vote per verified participant. Voting rights are not attached to SBRIT holdings.
- Foundation confirmation that the amendment is lawful.
- A delay before the amendment takes effect.
Limits on amendment
- The issuance schedule may be amended only for eras that have not yet begun.
- No amendment may raise any era's rate above the genesis schedule, raise the producer share above 50%, or increase the maximum supply.
- No amendment may remove a class of participant from the voting body or reduce any participant's vote to less than one. The voting body may be extended to further classes only through this procedure.
- The governance procedure may raise the Era 2 minimums for the validator ceiling and the staked-validator deposit, but may not lower them.
Proposals
Appeals
A refusal of an application states, in writing, the requirement not met and the evidence relied on. The applicant may appeal.
Enforcement decisions, including deposit confiscation and blacklisting, are subject to appeal. Confiscated SBRIT is burned, not redistributed, and penalties reflect the severity of the misconduct.
Participants may also pursue remedies through the relevant courts, subject to applicable law. Protocol appeals address contested decisions within the network.

Enforcement record
Enforcement actions are recorded to support transparency and review. Participants excluded under the enforcement rules are listed by public key in the Blacklist and are ineligible for admission.
